It was Ronald Reagan' state yacht when he was governor of California. It has portholes on the starboard side only because Reagan never wanted to see the left wing point of view.

It was made for a movie in which it was always moored against a dock so there was no need to put portholes in one side.

The view to starboard wouldn't have been of Alcatraz, but - equally depressing - O Dock, which would have tormented them with the dismal prospect of endless boat maintenance, deck scrubbing, and bad puns.
